City-to-Ciy Collaboration with Kuala Lumpur City Hall

Since FY 2019, the Tokyo Metropolitan Government has been providing support focusing on initiatives for buildings to decarbonize Kuala Lumpur, Malaysia.*
The contributions of this project were recognized by the 2022 C40 Cities Bloomberg Philanthropies Awards in the “United to Build a Climate Movement” category. Presented every few years since 2013 by the C40 (Climate Leadership Group), this prestigious award is a friendly competition among the world’s leading cities to celebrate pioneering climate projects and raise global awareness of cities that are leading climate change measures.
The Tokyo Metropolitan Government has been promoting a climate crisis action movement that originated in Tokyo, called “TIME TO ACT”, which calls on the world to take effective action. Encouraged by this award, the Tokyo Metropolitan Government will continue to accelerate its own initiatives to tackle the climate change crisis and contribute to decarbonization in cooperation with cities around the world.

Outline of the City-to-City Collaboration with Kuala Lumpur City Hall
In FY 2019, the City of Kuala Lumpur (KL) set a goal of reducing CO2 emissions per GDP by 70% compared to the BaU situation by 2030, and was trying to realize low-carbon buildings in the city.
With an eye on the City of KL’s needs and awareness of issues, the Tokyo Metropolitan Government supported their efforts from FY 2019 to FY 2021 in cooperation with the Institute for Global Environmental Strategies (IGES), using our experience and know-how of program design for energy efficiency at buildings.

- Support for building an energy database for facilities owned by the City of KL, estimating the potential for reducing CO2 emissions, and creating scenarios for reducing CO2 emissions in the city.
- Introduction of “Tokyo Metropolitan Government’s standard specification and designs for energy efficiency and renewable installation,” a guideline applied when constructing or renovating our facilities, as well as our experience in building and operating the Tokyo Cap-and-Trade Program.
- Sharing of information on the 2030 Carbon Half we are aiming for and outlining the direction of efforts to strengthen the program focusing on buildings to realize the initiative.
During the period of this project, the City of KL announced the goal of realizing carbon neutrality by 2050. They have been promoting the decarbonization of buildings, including facilities not owned by the city, and the entire city area.
During the second phase starting in FY 2022, we have been working to share information on our measures to strengthen the decarbonization of buildings as well as information on the city block development project, Smart Home Community, promoted by Saitama City which joined as a collaborative city.
In September 2022, Tokyo Governor Yuriko Koike visited Kuala Lumpur and agreed that the two cities will work together in a wider range of areas, such as urban infrastructure development and urban environmental initiatives, exchanging a Letter of Intent between The Tokyo Metropolitan Government and Kuala Lumpur City Hall. This has further enhanced the friendly relationship between the two cities backed by the partnership that has been built so far.
As cities play an increasingly important role in climate change measures, the Tokyo Metropolitan Government aims to contribute to the decarbonization of the world through city-to-city collaboration. Projects similar to this one will be developed between many countries to prove what city-to-city collaboration is like.
