Organizing problems and Considering implementation plans on sorting centers of plastic resource

FY 2020

The Tokyo Metropolitan Government has selected a business operator to work on pioneering initiatives with TMG aimed at promoting the sustainable use of plastics including the reduction of single use plastics and the promotion of use of recycled/reprocessed plastics, as described below. The business operator was selected from a strong field of applicants during the period from May 25 to July 10, 2020.

2. Overview of project

1. Sustainable resource model project for closed-loop recycling of single use plastic

Distribution of hand soap contained in bottles made of recycled plastic and transparent mono-material pouches in order to promote sustainable resource use in public facilities located in Koto City.

From March 2021, Kao will collect, clean, and produce pellets from used pouches, and implement tests to make recycled bottle containers from them. The project aims to achieve closed-loop recycling that recycles used refill pouches into new refill pouches.

2. Verification of a business model to use reusable containers for takeaway lunches at restaurants in office buildings

Verify a business model aimed at reducing plastic waste by introducing reusable containers for takeaway lunches at restaurants at two large office buildings.

Plan to conduct a project to introduce reusable containers for prepared food to supermarkets.

Takeaway lunch project (office buildings)

① Restaurants in the building: Prepare and sell takeaway lunches

② Office workers: Eat lunch and return the used containers to the collection box in the building

④ Pick up and transport used containers to the cleaning facility

⑤ Cleaning facility: Clean and disinfect used containers

⑥ Deliver cleaned and disinfected containers to restaurants


Prepared food project (retail stores)

① Retail stores: Prepare and sell food

② Consumers: Buy prepared food

③ Consumers: Take the food home

④ Eat the food and clean the containers

⑤ Bring used containers to the store where they were purchased at the next visit

⑥ Return used containers to the collection box in the store

⑦ Pick up and transport used containers to the cleaning facility

The Tokyo Metropolitan Government has selected two business operators which would work on pioneering initiatives with TMG aimed at promoting the sustainable use of plastics including the reduction of single use plastics, as described below. The business operator was selected from among applicants during the period from May 30 to June 24.

Overview of project
・It is a project for selling food items and commodities sealed in reusable containers developed exclusively for each product and delivering products by home delivery service, and collecting and reusing containers. (In this fiscal year, preparations such as cleaning tests and public awareness are being made for the commencement of the project in May 2020.)
・New York and Paris have started this project since 2019.

2. New Business Model for Non-petroleum-based Plastics
Overview of project
・After changing plastic cups used at coffee shop chains, etc. for iced coffee and other drinks to paper cups, a pilot project will be implemented to collect used paper cups which was difficult to be recycled and to recycle them into paper bags.
・Timing of implementation: October 21 to November 20, 2019
・Participating companies as of now:
Starbucks Japan Co., Ltd.
McDonald’s Holdings Company (Japan), Ltd. (As the company has already changed some of its plastic cups to paper cups, it will participate only in initiatives to collect and recycle paper cups.
・The number of shops which participate in the project: 7 shops in Tokyo
