Zero Emission Tokyo Strategy

TMG announces the “Zero Emission Tokyo Strategy” for contributing to the world’s net-zero CO2 emissions by 2050.

As a global megacity, Tokyo declared it will seek to become a “Zero Emission Tokyo” at the U20 Tokyo Mayors Summit in May 2019. Tokyo aims to limit the rise in average global temperature to 1.5°C and sets a goal of net zero CO2 emissions by 2050.

TMG has now formulated the “Zero Emission Tokyo Strategy” which summarizes our vision for realizing this goal, as well as specific initiatives and roadmaps.
We are happy to announce that, in conjunction, we have established the “Tokyo  Climate Change Adaptation Policy,” the “Plastic Strategy” and the “ZEV Promotion Strategy” which describe the details of the efforts in three high priority areas.

1 Development Background

  • In recent years, huge tropical cyclones and wildfires have hit various parts of the world and Japan has seen tremendous damage due to landslides caused by heavy rain. The impact of climate change is growing closer and the whole world is in danger.
  • The world is currently at a never before seen historical turning point or “paradigm shift,” and cities and corporations throughout the world are taking a step ahead of national governments, and moving towards decarbonization.
  • In May 2019, Tokyo announced that it will take responsibility as a global megacity, and pursuing the 1.5°C goal, realize a “Zero Emission Tokyo” by 2050, that contributes to the world’s net zero emissions.

2 Declaration of Tokyo’s Climate Crisis Mobilization

TMG recognizes that we are currently facing a climate crisis, and will implement concrete policies and effective measures. We call for the understanding and cooperation of all of Tokyo’s citizens, and declare that we will continue to stand against this climate crisis.

3 Three perspectives of the Strategy

  1. Comprehensively develop mitigation measures to halt climate change and adaptation measures to prepare for the impacts of climate change that have already begun to occur.
  2. Fully incorporate the sustainable resource management into climate change policy to contribute to CO2 reductions imported from other regions.
  3. Strengthen efforts in all fields, such as sustainable management of materials including plastics and measures for the automotive environment, in addition to measures to expand energy efficiency and renewable energy.

4 Strategy Framework

  • Based on Tokyo’s characteristics, we will organize our goals and roadmap for 2050 into 6 areas and 14 policies.
  • We will set our 17 main targets to be achieved by 2030, and our “2030 Targets +Actions” (47 items, 82 actions), which will allow us to evolve and accelerate our measures to exceed 2030 targets.
  • Furthermore, we will make clear necessary system innovation for rapid scaling up of efforts from 2030 onwards.

5 Formulation of Individual Plans and Strategies

For high priority areas, we will formulate individual plans and strategies with detailed initiatives. These will be released with the main strategy.

  • Tokyo Climate Change Adaptation Policy

  • ZEV Promotion Strategy

6 Standing at the Starting Point: Towards a Carbon-free Tokyo

Considering the changing conditions and societal structure behind the strategy, we will continue to keep in mind our ideal Tokyo, and based on scientific knowledge and trends in technological development, continue to heighten our goals and policies.

This strategy is shared with Tokyo residents, companies, municipalities, and cities across Japan and overseas. We will work together on this great project to build a sustainable and appealing city.

A city-focused platform established in December 2017 by the mayors of Buenos Aires and Paris in cooperation with C40 and others. The purpose of U20’s activities is to reflect the experiences and opinions of cities in G20 deliberations. In May 2019, Tokyo was the host city for the Mayors’ Summit.
